Lewis County Jail
The Lewis County Jail is a two-story, 93,825-square-foot facility with capacity for 356 inmates and an average daily population of 257. Operating 24/7/365, the building experiences varying occupancy patterns; administrative offices are used only during business hours, while roughly 15 County staff work days and eight remain onsite overnight.
To improve efficiency, reliability, and cost management, Lewis County partnered with Millig Design Build to implement system upgrades through an Energy Savings Performance Contract (ESPC). In 2022, Millig completed the first ESPC project, installing a high-efficiency HVAC system that reduced energy use while maintaining state compliance.
Building on that success, the County engaged Millig in 2024 to complete an Investment Grade Audit (IGA) for a second ESPC focused on lighting. Millig evaluated existing lighting infrastructure, collaborated with County staff to address operational concerns, and helped secure $571,200 in grant funding and $15,540 in utility incentives to support implementation.
Solutions:
Millig designed a facility-wide lighting upgrade that replaced all interior, exterior, and parking lot fixtures with energy-efficient LEDs. Integrated with existing controls and enhanced with new automated features, the system improved functionality, reduced maintenance, and lowered operating costs.
Through this partnership, Lewis County has positioned the Jail for long-term efficiency and demonstrated the value of ESPC as a sustainable strategy for capital improvements.
